Donna Mitchell

Board President

Donna has been the Director of Operations with the Washington County Chamber of Commerce for over 20 years and is very involved in serving the community on many different boards and as a volunteer. She joined the BOD for CRS in 2009. During her time on the BOD she has served in many different roles and is the current Board President. She lives in Hagerstown with her husband, Steve Mitchel and her pets Tanker, Lexi, Emmie, and Jacob.

Christopher StockslagerChris Stockslager

Treasurer

Chris is a life-long resident of Hagerstown, graduating from North Hagerstown High School in 1990. Chris has spent most of his career with various small manufacturing businesses in the role of Controller/Cost Accountant. He is currently employed by Fahrney-Keedy Memorial Home, Inc. as the Chief Financial Officer. His interests outside of work include volunteering for the Mid-Atlantic District of the Church of the Brethren, serving on various non-profit boards in Hagerstown, and as a tuba player with the Hagerstown Municipal Band.

Ronnie BolyardRonnie Bolyard

Ronnie began his volunteer service in 1978 at Mt. Aetna Volunteer Fire Company. He is currently employed by the State of Maryland as a computer network specialist. In 1981, he joined CRS and was an active member for over 23 years.

Tiara BurnettTiara Burnett

Tiara is serving her first term as a Hagerstown City Councilmember. As a lifelong resident, she is proud to be raising her daughter in Hagerstown. Tiara graduated from North Hagerstown High School in 2002. Tiara finds purpose in community involvement and activism through youth empowerment, education, equal rights, and transforming our voices into visible improvements

Tiara is a Senior Quality Assurance Specialist for a cell and gene therapeutic bio manufacturing company in Frederick, MD.

Don FrancisDon Francis

Don has over 30 years of senior staff and consulting experience in resource and operational management at all levels. He has been the Human Resources Director for the City of Hagerstown since 2019. He is an executive with strategic and operations experience in Human Resources, risk identification and avoidance, physical security, hazard assessment and mitigation and emergency management plan creation, implementation, management and training.  

Don’s skill set includes strong organizational development, change and change management, multisite operations, strategic planning, compensation and benefits management, labor relations and union avoidance, customer service, policy/program development, employment law, recruiting and retaining employees, task identification and analysis, training and development, public speaking, facilitating, performance evaluation, HR information systems and quality assurance and control.

Emily KellerEmily Keller

Emily is serving her first term as the Mayor of Hagerstown. She was a council member during her previous term. She is the owner-operator of the Emily Keller Insurance and Financial Agency - Farmers Insurance. Born and raised in Hagerstown, Emily is a 2004 graduate of South Hagerstown High School and is the proud mother of a teenage daughter, Layla. Her passion includes advocating for heroin and opioid awareness in the community.

Dave NetererDave Neterer

Dave is President of Sterling Financial Management, Inc., a private wealth management firm in the tri-state area. He focuses on the development, implementation and monitoring of financial strategies. Dave earned a bachelor’s degree with a double major in economics and management from Huntington University in Indiana. He has over 27 years of experience in the financial services industry and has worked for two other firms as a senior financial consultant. Dave has functioned as the race director for over 12 years for the Waynesboro Firecracker 5K & Kid’s 1 Mile Fun Run. He resides in Greencastle, PA with his wife Courtney and Winston, their goldendoodle and office mascot.

Charles SummersCharles Summers

Charles began his Public Safety career in 1979, joining the Hagerstown Police Department. He rose through the ranks and retired in 2009 as a Captain, after spending a year as the Acting Chief of Police. After his retirement from HPD, he joined the Washington County Division of Emergency Services as the Deputy Director and was appointed by the Governor as the Emergency Manager for Washington County. In 2019, he retired from County service and is now the Deputy Team Coordinator for the Maryland Incident Management Team.

In 2010 after completing Emergency Medical Technician basic training, he joined CRS as a volunteer member, where he still serves today.

Charles is a Volunteer Member of Community Rescue Service, and has been appointed by the Volunteer Membership to represent them on the Board of Directors.


Jamie TaylorJamie Taylor

Jamie is a Project Manager for BFM Architects in Hagerstown. He has served as a board member since 2015, honoring his late father who volunteered with CRS in the 60s and 70s. Jamie enjoys spending his free time with his wife Wendy, their two daughters Haileigh and Malerie, and their dog Duke.


Cathy ThomasCathy Thomas

Cathy has over 40 years of professional experience with various non-profits in the Healthcare sector and is a previous small business owner. She joined CRS as a volunteer EMT in 1982 volunteering her time until 2006. She has served in various roles at CRS to include Sargent and Lieutenant of personnel.

Randall Brumbelow

Chief Financial OfficerRandall Brumbelow

When Randall joined CRS in 2017, he brought with him a wealth of leadership experience in finance and accounting. He gained his knowledge of sound business practices through hands-on leadership roles, gaining experience in turning around underperforming businesses, mergers and acquisitions, strategic planning and financial and operational planning and analysis. He has diverse domestic and international experience in financial services, heavy and light manufacturing, wholesale and retail distribution and commercial services. He has worked with companies ranging in size from start-up to Fortune 500 Corporations.

Randall began his career with General Electric company, starting in the Financial Management Training Program advancing through the ranks to Vice President of Finance. More recently, Randall honed his skills in financial consulting/leadership roles with numerous businesses throughout the United States and Canada.

Ashley KelveyAshley Kelvey

Ashley has 19 years of experience working as an administrative assistant with Washington County Hospital, Meritus Medical Center, and University of Maryland Medical System. She has worked in various departments including: fundraising, PR & Marketing, billing and coding, and physician groups. She has been the administrative assistant to executives, the CFO, the COO, and the President. She joined the CRS team in January 2022 as their Operations Assistant.
